ITALIAN REDS ARRESTED MESSINA, Sicily un Ten Ital ian Communists have been jailed for plastering posters in down lown Messina lampooing U.S. Am bassador Clare Boothe Luce. Mrs. Luce has been a favorite Com munist target since she reported ly warned Washington of a grow ing Red menace in Italy. over the Belgian Congo and north ern Kenya as far as the Somali- land border, where the writer is making an elephant survey for the Kenya government. Smith, head of the Far Eastern subcommittee of the Foreign Re lations Committee, said in an inter view that the pact constitutes a different obligation than the one this country already has under the United Nations Charter to resist aggression. It was under this obligation that former resident Truman rushed troops inio Korea when the Com munists launched their sudden at tack in June 1950. Smith said that Rhee, the South Korean president, felt the time would come when United Nations troops would be pulled out of his country, leaving him open to an other possible attack. The mutual security treaty be tween his country and the United States gives Rhee assurance that "we do not intend to forget him," the senator explained. The Senate votet' approval of language, along with the ratifica tion, which makes clear that this country has no obligation to sup port any aggressive move by Rhee. The pact becomes operative only in event of an attack against either country.
